SONSA October 2024 Bulletin: Key Developments in Peacebuilding, Civil Rights, and Humanitarian Efforts in Somalia.
In October 2024, the Somali Non-State Actors (SONSA) Bulletin detailed several significant developments aimed at promoting peace, addressing humanitarian challenges, and enhancing civil rights in Somalia. Notably, on October 22, SONSA Chairperson Osman Moallim met with Sierra Leone’s Acting President Jalloh to discuss the ongoing situation in Somalia and collaborative peacebuilding efforts, emphasizing the necessity of international partnerships to tackle the complex challenges facing the nation. This meeting underscored both leaders’ commitment to fostering dialogue and cooperation as essential components for achieving lasting peace and stability not only in Somalia but across the continent.
On October 3, Somali civil society welcomed the outcomes of a National Consultative Council (NCC) meeting in Mogadishu, urging leaders to urgently address critical issues such as ongoing clan conflicts, grievances from Puntland, and the need for transparent elections. With violence escalating in regions like Mudug and Galgaduud due to disputes over land and resources, civil society highlighted the importance of unity and development initiatives to alleviate socio-economic pressures that fuel conflict. They also raised concerns about foreign interference and the influx of illicit arms complicating peace efforts, calling on the Federal Government and Federal Member States to prioritize development projects that address these root causes.
In a related advocacy effort, on October 7, Osman Moallim presented insights into the experiences of Somali victims affected by the African Union’s AMISOM mission during a workshop organized by the AU’s Peace and Security Department. The discussions focused on documenting violations and ensuring accountability for misconduct within peace missions. This advocacy aims to amplify the voices of those impacted by AMISOM’s operations and reinforce the need for a robust response from the African Union.
On October 13, SONSA partnered with the Somali NGO Consortium to tackle pressing humanitarian challenges such as NGO registration, aid diversion, and coordination among civil society organizations. This collaboration is crucial for accelerating solutions to issues faced by Somali civil society.
The month also saw celebrations of Flag Day on October 12, marking 70 years of unity and resilience for Somalia. Civil society actors honored those who fought for national freedom during colonial times, recognizing their sacrifices as foundational to Somalia’s independence.
Furthermore, on October 24, SONSA participated in a validation workshop for a National Capacity Development Strategy hosted by the Ministry of Planning, Investment, and Economic Development. This event focused on enhancing institutional capacities and promoting sustainable development across Somalia.
In terms of legislative progress, on October 29, SONSA commended the Somali Parliament for passing the Disability Rights Bill, a landmark decision aimed at promoting inclusivity and equal opportunities for persons with disabilities in Somalia. This legislation marks a significant step toward ensuring access to essential services for all citizens.
Additionally, SONSA successfully conducted a two-day training session on Digital Literacy, Security, and Content Discernment on October 27. This training aimed to empower civil society organizations with necessary skills for navigating the digital landscape responsibly.
Lastly, on October 24, a unified digital civil registration system was launched in Somalia to improve access to essential services and enhance identity verification for residents. This initiative is expected to facilitate access to healthcare, education, and economic opportunities while reinforcing national security efforts.
